Documents show that a California dentist who treated a 9-year-old girl after routine procedures was on probation several years ago due to another procedure accident.

However, it was noted that the victim had a resting heart rate, dental phobia, and had a history of fainting.
The patient’s heart stopped during surgery, when Watkins began CPR and activated it until the EMS arrived, the document says.
Hospital staff noted that Watkins is causing him to compress his chest, causing the victim’s rib to be destroyed. The man was later diagnosed with mild neurocognitive impairment caused by cardiac arrest, records show.
“The doctors concluded that ephedrine administration caused tachycardia in MK (an increase in heart rate exceeds 100 bpm), which eliminated the need for the use of adenosine, and caused the MK heart to halt (Asystole),” the document read.
Watkins was placed on probation for 35 months by the California Dental Board. This allowed him to continue working in practice as long as he complied with additional requirements and supervision.
According to the decision, Watkins was also ordered to pay more than $19,000 to cover investigation and prosecutors’ fees.

Watkins confirmed the previous incident with Fox News Digital, saying that when a patient developed a cardiac arrhythmia during the procedure, “emergency protocols were quickly activated.”
“Following this incident, regulatory procedures were launched. Through this process, comprehensive safety protocols were followed, all medications were administered according to manufacturer guidelines based on patient age and weight, and the patient was subjected to continuous surveillance,” Watkins explained in a statement.
He added that a settlement was reached without any fraudulent hospitalization and the probation order was completed “to resolve the issue and focus on patient care.”
“This experience has strengthened our unwavering commitment to patient safety, maintaining strict compliance with established emergency response procedures, comprehensive safety protocols and ongoing patient surveillance systems, ensuring the highest standard of care for all patients.”
Watkins is still practicing at Dream-Time Dentistry and reiterated that he is unaware of her health issues, not the death of 9-year-old Silvanna Moreno.
“The coroner’s report showed that her death was an accident due to an existing medical condition.
“The medical inspector ruled this as an accident, but we are making the consequences as great as possible,” the statement continued.
Watkins added that a thorough internal review of Moreno’s case has been conducted and that he is consulting with key dental anesthesia specialists to ensure patient safety is provided.
“Patient safety and happiness will always be our number one priority. We are committed to learning from this tragic event and will implement additional safety measures that will help prevent such occurrences in the future,” Watkins said.

“The dosages administered are appropriate for the patient’s age and weight following established medical protocols,” Watkins said.
“The interactions and negative side effects were not due to dose, but due to her rare, but undiagnosed/undetected medical condition,” Watkins shared in a statement with Fox News Digital.

Authorities determined that her death was an accident caused by “metomeglobinemia in the recent nitrous oxide setting,” according to an autopsy report from the San Diego County Clinic’s office.
“We are deeply saddened by the tragic loss of Sylvanna Moreno, and our hearts continue to go out to her family during these incredibly difficult times,” Watkins said.
