Mayor of Provo, Utah, discusses why her city was named the best in America

Financial Services added that Provo, with more than 110,000 residents, also boasts the 22nd best road quality in the country.

Each city was given a “quality of service” score based on 36 metrics grouped into six service categories, including financial stability, education, safety, economy, infrastructure, and pollution. These were measured against the city’s per capita budget.
