Ice arrests 214 Houston area child sex offenders in the past six months

Over the past six months, more than 200 child sex offenders have been arrested by US Immigration Customs Enforcement (ICE) in the Houston area.

Jorge Zebra, 48, was sent back to Mexico on ice on March 24, 2025. (US Immigration and Customs Enforcement Agency)

Jorge Zebra, 48, was arrested on March 21st. The Mexican citizen was “convicted of two worsening sexual assaults with minors and sexually denied,” Ice said. He was sent back to Mexico on March 24th.

Jesus Gutierrez Millerez

Jesus Gutierrez Millerez, 67, was arrested on March 28th. The Mexican citizen was “convicted of aggravated sexual assault on a child and driving while drunk,” Ice said. Millerez was deported three times and sent back to Mexico from the US on April 4th.

Jose Guadalupe Meza

Jose Guadalupe Meza, 40, was deported to Mexico on June 25, 2025 for his fourth time at ICE. (US Immigration and Customs Enforcement Agency)

Jose Guadalupe Meza, 40, was arrested on June 24th and was “convicted of child theft and sexual assault,” Ice said. He was deported four times and sent back to Mexico on June 25th.

Sergio Rolando Galvan Guerrero

Sergio Rolando Galvan Guerrero, age 45, was sent back to Mexico by an ICE employee for the third time on July 14, 2025. (US Immigration and Customs Enforcement Agency)

Sergio Rolando Galvan Guerrero, 45, was arrested on July 12 and was found guilty of DWI, exacerbating sexual assault on a child,” Ice said. He was deported three times and sent back to Mexico on July 14th.

Manuel Antonio Castro Juares

Manuel Antonio Castro Juarez, 37, was “convicted of sexual assault on a minor and twice for illegal re-entry,” Ice said. He is in custody until a third removal to El Salvador is pending. (US Immigration and Customs Enforcement Agency)

Manuel Antonio Castro Juarez, 37, was arrested on July 18th and was convicted twice of sexual assault on a minor due to illegal re-entry,” Ice said. He has been deported twice previously, and “a third removal to El Salvador remains under ice custody.”
